A rule issued by an executive agency under authority delegated by a statute, collected in the Code of Federal Regulations or a state administrative code; binding like a statute if within the delegation.

Norma que dicta una agencia del ejecutivo con autoridad delegada por una ley; se compila en el Code of Federal Regulations o en el código administrativo del estado. Obliga como ley si está dentro de la delegación. Equivale al reglamento del art. 89 I CPEUM, pero aquí lo dictan agencias, no el presidente.
